•1980’s persons deinstitutionalized   
•3 Existing RC’s total population 2200
•By 1985 Deinstitutionalization implemented.
•Legislation passed: persons could not be held against their will.
•Number of persons choosing to reside in Pueblo County increased.
•Included DD/MH persons, mentally ill, lawbreaking Colorado Citizens.
 


The Developmental Disabilities/Mental Health Consortium (DD/MH) was formed in 1989 by a group of individuals from several Human Service Agencies in Pueblo County.  While several individuals were involved the driving force behind the group was Former Colorado Bluesky Enterprises CEO, Larry Velasco. 

 

To this day the group meets monthly to review individuals who have shown themselves to various agencies within the community including law enforcement and the judicial system.  Working together the consortium has been able to address providing services for individuals with challenging needs.


Accomplishments



 

·       Have provided guidance & coordination of services for individuals with challenging needs who have co-existing diagnosis or whose issues are driven by uncontrolled behaviors.

·       Have built relationships with Human Service agencies such as Department of Social Services, Parkview Medical Center, Colorado Mental Health Institute at Pueblo, Pueblo Regional Center, Spanish Peaks Mental Health Center, and various agencies within the legal system.

·       Have provided consultation, recommendations to Judges of the Pueblo Combined Courts as well as the municipal court through the liaison of Service Coordination from Colorado Bluesky Enterprises and Spanish Peaks Mental Health Center.

·       Identifying resources for addressing individuals’ needs that are in crisis; or bringing those needs to the attention of the state authorities to secure assistance through emergency funding.

·       Have worked with Parkview Medical Center and the Pueblo Jail to mover individuals to community services when resources are available.

·       Have worked with CMHIP or the Pueblo Regional Center for placements with those agencies.

·       Have continued to assist the courts in developing “Creative Sentencing” to avoid ineffective consequences for individuals who are brought before the courts.

·       Have continued to provide Crisis Intervention Training to the Sheriff and Police Departments.
