Colorado's Infant and Toddler Initiative under the Individuals with Disabilities Education Act. Early Intervention Colorado is an interagency initiative. The Lead Agency for implementation is the Colorado Department of Human Services.

More than 2% of all children have significant developmental delays that qualifiy them as eligible for services through the Early Intervention Program. Research has proven that early services and supports given by skilled practitioners and reinforced by parents can improve developmental outcomes. The Early Intervention Program at Colorado Bluesky provides a variety of services to children from birth to 3 years who exhibit developmental delays or who are at risk of such delays. Services are provided through the daily routines of the child in their natural environments.. Intervention focuses goals developed by the child's family, service providers and service coordinators. Goals relate to improving skills in the areas of gross motor, fine motor, speech/language, social skills, problem solving and reasoning, and self-help skill development. Parents receive emotional support and training to help them cope effectively with their infant’s delays. This program is offered at no cost to eligible children and families.
